The stained glass is a great idea!! You will need to clean and sand the frames of your windows and the purchase a primer that is made to be used on vinyl. After priming, then paint with a good paint, also manufactured to be painted onto vinyl. The dark colors you are thinking of using should work nicely. Hope this works for you!
I would use self adhesive vinyl, looks great and easy to remove.
If you're looking for other alternatives rather than curtains, there is a contact paper specifically for windows and mirrors. It allows the sunlight and daylight in but still gives you privacy. And it's very easy to put on and take off. And leaves no residue after. And if you decide you want a different design in a few months time, it's very cheap to buy!
It's also very forgiving so if you mess up it's easy to fix

Is it possible that you windows are still under warranty? I am not allowed to paint my window frames or trim, because it voids my warranty.
