Curtain rod, curtain clips, drop cloth. Your are done! Quick, easy and simple unless you want to embellish your drop cloth to coordinate with color scheme of your room.

Depending on the window you want to make them for will determine what kind or rod to hang them on and hooks to use. The great thing is no sewing involved! I'm sending pics of what I did to my pocket slider and window in the guest room. Unfortunately I did this before I discovered Pinterest so did not document how I did them but, hopefully you will at least get an idea from them.
I agree with Naomie - find fabric, drop cloth, table cloth, curtains you like. Buy the curtain clips at Walmart to hook on (new sew option), and slide on to a curtain rod. If you are looking for something less permanent than the curtain rod you can buy command hooks strong enough to hold a tension rod for the same effect.
Kathy, I am assuming you are looking for ideas for making curtains out of drop cloths. I would recommend looking at a Goodwill Store and you will find a lot of fabric like sheets, etc. that would be perfect for making drapes. This would be a much better choice than a plastic drop cloth.
