How to paint glossy kitchen laminate on walls?

I am remodeling an older kitchen. I am on a very tight budget as this is a rental. The kitchen walls have this weird laminate on them that is ugly and outdated. I want to paint over it and not have problems with chipping later on. Any advice?

    because this is a rental I would use removable wall paper instead

    If this is a property you want to rent out, and the laminate is in good shape, leave it. Paint the cabinets a complementary color. There is nothing you can paint on laminate that a good scrubbing will not damage.

    Clean, prime and paint.

    The laminate has to be sanded to give a grip for the paint. There are also stick on materials that can be used.

    It looks like bath panels from the 70's. Clean it, scuff it up to remove any gloss, prime with Kilz, then paint.
