either works....I’ve done both. Some herbs won’t survive winter and will need replanting.
I plant mine in containers and they all do very well
benefits to a raised bed is you have full control over the soil content, easier to weed if necessary, not much 'bending' to tend to the plants, or to harvest; only thing I plant 'in ground' are my perennials! -- flowers/shrubs etc. that I don't have to 'mess with' on a daily basis
lots of herbs do well in flower pots too -- Basil, Parsley, Thyme, chives,
I almost always use a raised bed that is close to the house. That way I can see what's going on (my big garden is farther away from the house), I can keep a close eye on them and they are super easy to harvest.
Some like your mints can become invasive and should be planted in pots of raised beds. You need to research each one you want to plant.
