I had an Alaskan Malamute that always found a way out. If you don't have small kids, you can use an electric cattle wire that goes around the inside fence line. After a shock or two, they won't go near it. I know it may sound harsh but it kept my dog safe.
There are systems of “ invisible “ fencing. The reciver is in the collar, when the dog gets to the wire a small jolt is given to the dog. Worked very well on a knuckle headed black lab.

Have you considered leashing them to a tree or some other heavy object to keep them away from the fence?

I have put down railroad ties. They are so heavy they can't move them. I put them on the inside.
