Turn it into a rock garden. Pull the weeds or cover the area with a tarp or black plastic. Leave for a while to kill the weeds then add some triple mix soil to build up the area and plant perennials that tolerate rocky areas and that like good drainage and maybe are drought resistant. The rocks can provide good drainage.
You could plant perennials like bleeding heart, hens and chicks.... there are so many ask at your local garden centre or look on the better homes and gardens website. They have lots of ideas. www.bhg.com/gardening

Remove the tulip bulbs, build a raised bed with rocks as edging,, replant the tulip bulbs with other new plants.
