My question as I watched these grandparents was always, "Why are you sweeping your yards, and why is there no grass around your house?" We have grass around ours.

They should have been cleaned off right after laying them (periodically while laying them, if it was a hot day.) At this point, you might be stuck with that look until rain erodes the concrete dust coating that has dried onto them. You might try using a wire brush gently on a paver in an inconspicuous location, mason can clean some things with wire-bristle brushes.

When I pressure wash my driveway and porches, I do the same with my pavers.
At this point a pressure washer would be the only solution. May I ask what kind of pavers were laid that cement was used? I have never installed any kind of pavers, patio blocks etc., using cement.
I was also thinking about pressure washing but I believe there is a cleaning agent used in large(or small) areas. It's an acid? You can get it in home Depot or the like. You use it to clean an area before you paint. It's not harmful. What it does is remove any contamination on the surface like dirt, grease, silicone ect. I'm sure if you ask at the paint counter they could help you out. Good luck with your project ☺️
If it is cement/mortar then you can buy a Concrete Tile Cleaner for the job, should be available at DIY's or Builders Yards!
