I had a professional painter tell me that there is no need to remove wall paper if it is securely pasted on. He stated that more damage could be done to the sheet rock by removing it. I painted the wall with Kilz and painted over it. My friend had a professional texture her kitchen wall and then painted it. All this has been years ago, and there is no problem.
Our entire house had original wall paper when we moved in...so much to remove! I loved this cheap little tool called " paper tiger". It scores the wall paper without going through to the drywall underneath. This way, when you spray the wall, the moisture penetrates through the tough waterproof coating on the wallpaper and dissolves the glue underneath. There are wallpaper removal sprays available, however I just used a warm water and vinegar spray. I used a plastic putty knife to scrape any bits off, a metal one can damage the sheet rock.
I mixed fabric softener like downy with water. Put in a spray bottle and spray on the wallpaper. Let soak and rip off wallpaper. You may need a putty knife scraper to loosen the paper.
Score and steam. You can rent a steamer from any tool supply.

My preferred method.
I removed 4 rooms of wall covering and painted the walls after.
Hot water and white vinegar rubber gloves and a wallpaper removal tool
and large sponge and drop clothe
The water must be hot to start but not scalding :)
wipe down the walls I did about 4 feet at a time, once the section is wet down go back and try to start at the ceiling and seam and gently pull if the top layer comes away easily pull it off, if not you may need to give it a little more time or wet it down again. Most of the time the top layer comes off and leaves the bottom paper still on the wall just repeat the process. Once all the paper is off get a clean pail of water and vinegar and clean any glue reside off the wall you will know when the wall is clean you can run your hand over the wall and will feel the difference. one word of caution if using a putty knife take extra care not to DIG into the wall

You can buy wallpaper stripper and a tool at the DYI store.
You can also not paint, but put up fabric. Dip it in liquid starch (you can buy it at Walmart) in the detergent area. Apply like wall-paper. It strips off like a breeze when you want to change it. Wonderful idea for renters, too.
