Painting the stairs is usually the least expensive option.
There are many ways you can upgrade your stairs. Different choices require different skill levels and tools. Big box hardware stores sell stair parts. Possible if budget will permits for new bullnose treads. Or maybe you can cut treads from lumber and add the bullnose detail with a router. Maybe you can just paint for now mayne you can dress up with stencils on the risers or ceramic tile. You can research your design choices on pinterest and houzz.
