Buy a cabinet that is double unsealed or glazed ( 2 doors.) with a shelf. buy heavy . rolling wheels you can attach. And a counter top for it. Attach wheels, Get paint, brushes, primer and paint using primer first and letting it dry fully. Put on counter and wheels. Voila, you have a small island.
A concrete top is going to be very heavy - be sure to use industrial wheels. Decide how big you want the island, build the frame and fill with the wood.
