My opinion would be weed block fabric with rubber mulch (but make sure it is not from tires). It will not deteriorate as fast as the wood mulch. You can find some at Lowe's or Home Depot in several colors.
Mulch will not prevent weeds. For that you need to lay down cardboard or many layers of paper OR weed paper. Put the mulch down over that. We never buy weed paper, we just use paper or cardboard. It is the best deterrent to weeds coming up. Also use a termite proof mulch like cypress or cedar chips to prevent termites from being attracted to the mulch.
Use 6mil black plastic with mulch over the top to keep the weeds out. Leave a good space around your tree so it can get rain.
Put cardboard or paper, then I would use the plastic weed barrier, weeds will not be able to get through it as easy. Myself, I would use a good mulch or stones or gravel, I think they look better than the rubber and won't heat up as much from the sun.
