Hi Jena I had never heard of sediment being caused by a pressure tank before. As a well and pressure tank owner myself I looked into it and still wasn't able to find anything that could possibly be cause for alarm. Some folks find "black specs" from their pressure tanks in their water but everyone seems in agreement that it will not cause any problems.
Because you are only seeing this with your outside spigot I'm thinking your interior faucet filters are catching the sediment. You will want to empty them on a monthly basis. (For a sink for example you can unscrew the cap at the end of the faucet and wash that filter out anytime.)
man! I tell you go ahead and even get a loan if needed, but get that done NOW. water you cannot do without in a house, so get this done as soon as possible. at least you have a day or few to get this, but dont let sediment start gathering in you pipes and cause another problem to deal with. Remeber, grit don't taste too good!
