get an impact remover. You tap the tool and it gives a CCW twist. The tap on the tool helps keep it firmly in the screw slot.
For a Delta Monitor 1400 or faucets with a similar handle, use a 3/16" left-hand drill bit. The bit will be long enough to clear the end of the handle and the OD is small enough that it won't damage the threads in the setscrew hole. With the drill in reverse (the cutting direction for LH drill bits), use slow, short bursts and check regularly to see if the set screw has loosened. The objective is to break the mineral buildup that is the likely cause of the frozen setscrew, not to drill through it. Be careful not to drill through the brass stem on the faucet cartridge.
