Treat the area with vinegar. Vinegar kills mold spores, bleach does not. Any decent paint store will have tiny brushes to choose from. Since this may be a random event, you do not need to purchase an expensive brush, a nylon one will work just fine. Or, remove the toilet, paint, then reseat the toilet making sure to get a new wax ring.
Get a long-handled brush from the Dollar store. Often inpackages with several sizes in the “hardware” department.
Most toilet can have the tank (upper portion) removed without removing the seat portion. This will make your mold cleanup and painting much easier. Just shut off the water; flush; unbolt and lift it off the back of the seat. If you do have to remove the entire toilet it might be a good time to replace the whole toilet if you've been wishing for a taller toilet or one more water efficient. Peroxide will also remove mold. Bleach only changes it's color and does not remove it as Naomi said above.
Use spray paint, covering areas you don't want painted with card board while you spray.
You can cut a sponge thinner than the gap, tie i to a stick, and paint. You can even buy foam brushes at the dollar store.
When I painted behind my toilet, I padded my knees and leaned over the lid. I couldn’t really see what I was doing, and I had to do half of it left-handed. Make sure there is nobody around to take pictures!
I used a spray bleach cleaner and let it trickle down. It took a couple of tries, but worked well.
