If the wood is cracking, I'd be concerned about rotted wood. Those pieces may need replacing. Once that is done, scrape the loose paint off of the rest and give them 2 good coats of outdoor porch floor paint. I also recommend adding a little sand to the paint, or buy paint that already has it in it so they are not slippery.
Two options immediately come to mind. Option 1...Build a ne set of stairs on top of the old ones. Doing this eliminates a lot of work so you don’t have to tear the old ones down. 2...Tile over the existing steps.
Replace the damaged wood. Use either a floor and porch paint or a UV deck stain. Do not put new wood over old damaged wood. Any rot , mold would transfer to the new wood.
