I use command outdoor hooks and they work-related!
I found Z-shaped little metal clips that slide in under the edge of the vinyl. (where the new row of vinyl meets the last row there is an opening) I think I may have gotten them at the dollar store. You may want to seal them with nail polish or something similar because they will rust after a few years.
If indoors, try Contact hooks...

You may not be able to find anything to adhere, given vinyl's textures. If yours is absolutly flat, see if 3M makes a product for outdoor conditions.
They have those hangers w/the sticky backing at hardware stores, Lowe's, etc. They work pretty well and there are different sizes for different weights of your art work.
