It might be alright if you let it slowly dry and acclimate it to being rescued, then start brushing and sanding bulging spots and rough areas. Once it feels smooth under your hand, do your thing & repaint. 🌷
My guess is that it needs to be reglued. You can use a needle with wood glue to get glue down into the joints.Splits in the boards can also be glued and clamped to close gaps. And then, depending on how bad it is, you might need to sand and repaint it.
That depends entirely on the extent and nature of the weather damage on the chair. You could have a chair that just needs sanding or stripping and new paint or you could have a chair that is useful only for firewood. We have no way to know.
