With a masonary bit.
There are special drill bits made for masonry. They work very well.

You drill into concrete with a masonry bit... and there are special anchors made for use in concrete.

Check out your local Menards, Home Depot, etc and ask them to direct you to the masonry drill bits.
my husband said to get a concrete/ masonary bit. This should help you be able to do what you need.
