You could put a bigger (wider) counter on the cabinet between the windows (about 12 inches on each side) and a stool under each side. You may need a corbel on each side for support. At least it's seating for two. Take a few more pictures at different angles and maybe we can come up with more suggestions.

I'm not sure if this will help, but I think the part in front of the windows was originally for a small table. It reminds me a lot of the small kitchen and table area that was in my grandparent's apartment many years ago. Of course, if you take this part out, you'd have to find storage for everything that's there. Do you have seating in another room? I remember that they did have a dining room but for some reason they used a tiny table in the kitchen most of the time. Wishing you the best.
From what I can see in the photo, I would get 2 more cabinets similar to the one between the windows, put a cabinet on each side of each window with the one in the middle secure a board across it and use it as a counter with stools.
I agree that the table and chairs should be by the windows where the bins and the cabinet are. Here are some storage hacks for small kitchens, maybe if you take advantage of some of these, you can empty out that space for a cute little table and chairs:

From what I see, a decluttering of the floor and countertop is a priority to make room for a seating area... then if possible move that little cabinet with the microwave over to the left in front of .... is that a heater?
Then I would get a table for two and put right between the windows. You could mount that microwave to the bottom of that cabinet above.

Mount the microwave on the wall (or under a cabinet if possible) and lay a piece of plywood across the little cabinet that's there. If you want it to look fancier, how about getting a table at a thrift store, removing the legs and just using the top? This way you don't lose the cabinet, though it might be a little harder to access.
You could add a table top to that little pedestal by the windows and buy some counter height chairs or stools.

Many years ago when I had a small kitchen I had a small rolling bar that had stools that sat on a shelf underneath when not in use. I also had a fold down leaf that could be used when you needed more room. This bar served as a place to eat and also as an kitchen Island, which was great due to limited counter space. The great thing about it was you could roll it out of the way when needed.
