Hi Diane, i have tried in the past with no luck. I was told by the hardware store to but sugarsoap to wash all the walls down first. Good luck.
Oil based kills is the only thing that will work.
Use a paint that includes a primer.
Paints with primers really don’t have primers in them, it’s just thicker paint. Get Kilz Primer. http://www.kilz.com/primer#/seal-surfaces
wash the walls down with white vinegar, allow to dry, apply a stain blocking primer, allow to dry and paint
One coat of Kilz and then one coat of your color will do the trick!
nicotine is oily. need a degreaser soap. once washed down, prime.
If you paint the walls as is, it will bleed through. You must wash he walls with TSP before using a stain blocking primer like Kilz or Zinsser. Then paint. Always always always wash walls before prime coat and paint. Will have a professional look and last much longer.
