If you own the apartment or the building is yours, call in a company and have an awning put up. If you don't own see if you can get permission of the owner to put up an awning.
Another suggestion would be to put a table and a cloth umbrella as a means of getting some shade. It would have to be well anchored in case of winds or gusts. probably to the sides of the railings.
