What is the best way control grass on a slanted piece of property where I want to create a garden bed? I put wood chips down and the weeds are popping up through them.

You may first want to terrace the slope, to preclude water rushing off too quickly, then ,place heavy black plastic, pinned securely where you want your garden. The sun will "cook" the weeds and any seeds, over 30 days. After this,lay out soaker hoses, if you prefer. Cut 6" "X's" where you want your plants. Poke some holes in the plastic to allow heat to escape.Dig hole, add fertilizer, water, insert plant. Close "X" and place small rocks to hold the plastic close to the plant. If your soaker hoses are attached to a garden hose with timer, it will help.
Black heavy weight plastic pinned over grass will kill it, over time, due to sun's heat and no water. Dig up area, terrace to prevent rapid water runoff, making a wide perimeter to keep out grass. Plant through black plastic, with soaker hoses beneath, attached to garden hose, if needed.
I agree with the need to terrace the area. This will prevent erosion of your soul and the wood chips from washing down the slope. You will need a weed barrier underneath the wood chips to help control the weeds. You can cut an x in the barrier to put in plants where you want them. The most important part will be to terrace the area to prevent erosion. We have three tiers in our yard, all have steep hills leading to the top of the tiers. Someone made a small garden around the yard light in the front yard without evening the soil out in any way. We tried planting in it and nothing would grow very well. Fertilizer just rolled off the soil when watered or it rained. Some of the plants even started migrating down the slope with the soil that kept disappearing. This spring, we made a raised garden to even the soil level out the best we could with ties. So far, no soil has disappeared and the glad's are growing like weeds. I hope this helps you, Sheila!
If you terrace, black plastic isnt always necessary to plant through. We have a sloped rock garden, roughly terraced with rocks, and I dug up the whole thing and replanted. The terracing helps prevent erosion. There is landscape netting made for slopes you could use until your plants begin to fill out the area a bit and the soil compacts some.
