First, is the wall drywall or plaster? If it's plaster, I would remove the paper. Score it, spray it with DIF and let it soak, spray it again, let it soak, and start scraping with a wide scraper. I removed 5 layers of wall paper this way. If it's drywall, I would get someone to skim-coat it so that the seams aren't visible. I had to do this with one wall, and it worked very well. (You can skim-coat plaster as well.)
This is not a good idea - best to take the time and remove the wallpaper first. Rent a steamer or scrape with a vinegar/starch/water solution.
We used oil base paint. Our room had vinyl coated wallpaper on it for at least 30 years and we had no trouble with it but my husband hated it. I had read years ago to use oil base paint on regular wallpaper but we didn’t know if it would work. It worked great and you can’t tell that it has wallpaper underneath the paint.
if it is only one layer and in sticking well with no gapping or loose edges, I used regular paint and that has been about 8 years ago and looks great today . It was over plaster walls too.
Take the time to remove
As long as the seams are intact, it works beautifully , did it 3 times over 3 layers of paper.....
I don't recommend it. If the seams separate or curl, it will ruin the project. I would take the time to get rid of the wall paper first. It will be worth your time.
