Rremove as much from the room as possible, put down 1 mil plastic, mist with warm water in a garden sprayer in sections, scrape at an angle with a 6" wall mud knife. If the popcorn has been painted more than once or with a paint with shred you may have to most it more than once or dry scrape it and then most it.
