Hello Anita,
Maybe you could Seal the tiles and floor with Liquid Acrylic Sealer?
not sure about the mexican tiles -- they are very very popular now -- if they are part of the FOUNDATION of your home, you run the risk of breaking them if you try to remove; what is the flooring? wood? vinyl/linoleum/composition tile? do you want to replace? depending on what material the flooring is made from will make a difference in what product you can use in place of 'wax' ....
I would reseal them.... https://www.tilecleaning.org/how-to-seal-saltillo-tiles.htm

Try a mop and glow product for general cleaning. For a more permanent shine, Try a tile sealer.
Try to do a bit more then general cleaning (which is done weekly) thinking about steam and some cover to bring back shine.
