My petunias now have little black dots on the flowers. Are they bugs?

What do I do now? I have already lost my clematis to some little black things. Using Neem Oil as suggested but I think it's done, at least for this year. BTW, these two are nowhere near each other.

    homeguides.sfgate.com explains that these may be petunia seeds, if you didn'y "deadhead". Could also be artillery fungus from mulch. Do you see holes or evidence of chewing?

    No chewing or holes, just little black dots on blossoms. From far away the plant looks great. I may just keep it away from others, and enjoy till it dies. I do deadhead, by the way.
