Many plants that are difficult to remove have underground rhizomes. When you take out the main plant the rhizome still continue to grow and will provide plants. When you pull them out, make sure to get as much of the plant and root removed from the area entirely. If you are not averse to chemical applications, you can use a small paint brush to "paint" the leaves of the plant and then remove the dead parts. This will kill off more of the rhizomes, but it still may take several years for total eradication. If there are any plants of this nature anywhere in your neighborhood, you can still get them back.
Vinegar+Rock Salt kills anything green.
