What is the best way to repair a damaged curb?

it is only about 18"-24" that has been hit with a trash truck and needs to be packed out and smooth

Technically, isn't this the municipality's respnsibility since their contractor damaged the curb, which is many areas is beyond the homeowner's surveyed property line? I'd at least make the inquiry. It may need rebar or reinforcing mesh, prior to being re-concreted and screed.
