Water leaking from the toilet bowl

The water in the bowl gradually goes down. I put in new wax seals. Then made sure floor was correct height. Checked vent for clogged Bought a new unit. put dye in bowl to see if I had any leaks. Apparently I am missing something. Do have another toilet that is fine. sporadicaly I do hear a gurgling noise. Any suggestions.

check you cellar drain , maybe it is too low.
