NO!!! Chemicals in outdoor paint make outdoor paint not good to use inside as they aren't safe to breathe in!!!
It depends on the outdoor paint. Acrylic paints (whether made for outdoor or indoor) work fine anywhere and don't put off much more fumes one way or the other. If its oil based (whether considered made for indoor or out) is when you start getting into the really smelly stuff. Regardless though, if you air your home out properly as you use it it should be just fine.

No reason why not. Any latex acrylic outdoor paint can be used indoors. Just has more paint solids and additives to make it for outdoors.
