I think it depends very much on what type of cladding it is. You can test it out by placing one of the pieces on a few pebbles of different sizes and stand on the cladding piece. If it cracks it's probably not strong enough for a garden path. I would also make sure the pathway is level and the ground compacted before laying the cladding down
