Roll up those shades and get yourself some sheer curtains. You can always buy multiple panels for more privacy. Attach the new sheers on a tension rod, if you're not permitted to mount new rods.
Are you allowed to paint the panelling? If you are told you can, get it in writing.
If you are not allowed, get big canvasses and cover them in wall paper or light fabric, or paint in light colours, and put them up. You could also use posters. It will lighten up the walls.
Use light furnishings, curtains, rugs, bedding. Add some floor lamps.
Usin Oliva's idea, you could get whithe sheets or drop cloths and put curtains on the whole window wall. They sell cording you can affix with coffee hooks, or you could staple the fabric at ceiling height.

I'm sure you can take down the shades and put them back up when you move out of the apartment. Get some sheers or something that will let in light.
Hi Camacho, use sheets and either paint them or purchase ones in a pattern you like. Use Command Strips along the entire wall. Get a quarter inch pvc pipe for a curtain rod and hang the sheets to the rod. The fabric wall will lighten up the room and hide the paneling. Also purchase a couple of pole lamps to go in each corner. The light shining up and down on the sheets will be dramatic in the evenings. When you move the strips can be taken down without any damage to the wood.
