Hi, Daniela: sounds like the steam from the bath/shower is messing with your ceiling. Depending on what the ceiling base is, scraping and repainting might work. However, it could be a roof leak that has damaged the ceiling and that, of course, is another problem!
This occurs most grequently when latex paint is applied over oil base. You'll need to scrub and sand the ceiling to scuff it, then apply bathroom primer (not paint with primer). Let dry thoroughly, then paint with 2 coats of bathroom paint. Semi gloss finish makes scrubbing much easier. Always use a good quality bath exhaust fan, when showering, dry walls, let fan run 10-20 minutes longer.
As long as it is only paint peeling and not a leak, all you do is:
I. Always wear safety gears.
Ii.
A. Scrape off the peeling paint with a Utility Knife.
B. Give the edges of where you scraped a light scuff with Fine Sandpaper
C. Paint.
Scrape off any loose paint. Sand the smooth. Prime with Kilz. Then paint with a good bathroom paint.
Sand it off and prime and paint of couse if there is no leak
