There are many products available for removing the paint, some are toxic, some not.
If the heater grate or cover can be removed, that would help.
Use heat gun to soften the paint, scrape with a putty knife to remove the majority of the paint.
Citristrip- a paint and varnish remover is a gel that you place on the item, it will soften the paint and allow easier cleaning of the remaining paint, use a primary source to remove or use as secondary after using the heat gun.
Repeat until it is all removed.
