Most fabric shops will have in stock. If not they can order for you. There are many on line retailers, but I am picky and need to see and feel things before I purchase them.
What style of blinds are you hoping to sew? Roman, roller, etc?
Are you wanting to put the blackout fabric on the back of the decor fabric, or are you wanting to have it as the only fabric?

Blackout fabric sold by the yard is usually white on one or both sides, with a layer of solid black insulating fabric in between. You must be careful sewing it, as once the sewing machine needle perforates through the fabric, the light will shine through the holes. If you are sewing, ripping out, and resewing seams just to get them either straight, or to fit the dimension of your window casings, you may be left with blinds that look more like starlight at night.

I used car shades from the $1.00 store, made a curtain from 3 shades used duck tape and a rod, and voila. The heat diminished by about 30% or more, BIG difference.
