How to refurb an apartment kitchen?
I'm a renter who loves to cook - cookies, cakes, preserves, jams, jellies, and anything with cocoa/chocolate - unfortunately in my apartment there's no place for all my baking supplies and equipment. With limited cabinet space, what's the best material to use to create a narrow rack that will tuck in next to my refrigerator and allow me to store my cookie sheets, muffin tins, and other baking pans.
The available area I'm looking to use is 5" wide, 28" deep, and 62"-65" high. I'm a novice when it comes to building things, and the only tools I have are a drill and sander.

how about a flexible plastic sheet that can be bent into a u shape. the flat sheets can slide in and out easily. they do have small narrow shelves that fit between washers and dryers. those may do. check online.
Be careful about compromising the space next to your refrigerator, as it needs a space for air circulation/heat to escape. Can you put in a tall baker's rack, floating shelves, or similar? Can your cookie sheets/tins fit in the drawer under the stove? My canning equipment was stored in my storage bin. The kitchen was large enough for a drop leaf table, which became extra work/storage space. Same for a diningroom table. Folding cooling racks stacked vertically, to save counter space. Chocolates were stored in "cake savers", in lower cabinets. Spices were stacked vertically. Flours and sugars went into stacking, airtight canisters. No vertival space was wasted! If you have a coat closet sufficiently large, place some baking equipment there.
Get under the bed storage bins and store in that, however, I think you have probably taken up that space.
It's now time to cull your inventory. There is just so much you need at one time, so pack up some boxes of baking things and take to a thrift store, or put in the trunk of your car and use that space as storage.
I know a lady who stores her clothes in her oven and microwave as she never cooks. I'm not kidding.
Take down that small shelf above your microwave and put up a larger wire-rack/utility type of shelf. You could put a lot more on it plus hang stuff from it
You can also go to an office supply store and buy a small rack that's made for holding file folders and use it for storing baking pans or lids in an upright position to help better utilize space
