There are quite a few apps that will do that for you. It will just depend on how you want the "painting" to look.

You can glue the print to something ridged like cardboard then take mod podge and brush it on thickly to look like pain t strokes. It will dry clear.
Can you supply a photo of your print please? If the detail is not too intricate you can simply use small artist paintbrushes and paint directly over it using tiny brushstrokes and the little bottles of acrylic paint you find in the craft stores. Think of it like a "paint by number". Instead of numbers your actual color to match is already right there on the print. I also recommend attaching the print to either a canvas or piece of wood w/spray adhesive first, so the print paper won't curl once you begin painting it.
