Hi Sandi, first step is to clean it really well. After that spraying it is the only way to go with paint. I did my whicker chairs with several coats of primer and paint and I STILL missed spots. After that a good sealer is important. I used a spay on for outdoor furniture. It lasted a good long time!

Just clean well repair it and paint after it’s dry
Make sure it's cleaned well (no dust) and dry and then paint. I think spray paint would be the best option because it gets into all the hard to reach areas.
