Concrete would be nice
This is a larger shed. Do you plan to put heavy items inside? Will it be on treated timbers? You'll need to thoroughly excavate area to 4' larger than the shed, on all sides. Make sure ground is level. Haul in 2B gravel for drainage (hardscape yard will calculate quantity needed), tamp down to level. Place timbers, if using, and level. Install shed atop timbers. Depending upon ground slope, you may want a ramp to facilitate getting heavier items in and out of shed.
A shed of that size needs a hefty level concrete foundation. Hire an experienced local handiman to build the forms and have a concrete company pour the cement. Foundations are not a job for a first timer.
Wooden pallets ?
Concrete is the least expensive way to go especially if this is to also be the floor of the shed. You are talking about something the size of a garage so it needs to be substantial. Depending on where you live you may need to dig down and pour footers below the frost line. That can be a whole lotta digging if you plan on doing it yourself without the aid of a backhoe. If you wish to reduce the amount of moisture that will wick up from below, before you pour the slab you should fill the area of your floor with 4" of crushed stone below the level of the required (by code) thickness of concrete slab. With a building that size it could be important to plan for the weight of a snow covered roof and water run off.
