Are you sure there are raptors in your area? I have hawks and owls where I live. They want "easy pickings" so most likely would not disturb your dog if you were outside with it.
I found this information online that might help. It's an excerpt from an article (credited below the excerpt):
"Experts say there are some other ways to keep your pets safe if there's a hawk in the area. DNR officials say it's a good idea to remove bird feeders, since they attract small birds and mice, which are prey for raptors. You can also put shiny objects that move out in the yard, such as silver streamers, that will intimidate the birds. You can build a mesh wire roof over the area of the yard you let your pets out or keep your pets leashed with supervision to be extra safe."

I think it's unusual for them to take away pets, but not unheard of, so its good you want to protect your little fur baby!! I know we've had hawks swoop down and grab birds that have been at our bird feeders, so best keep feeders away from your pet area!
Have you considered netting? Like they do at zoos?
my friend with the tiny dog kept a vest on him, and I seem to remember a balloon with an eye on it.
Just be sure not to feed other birds/squirrels in the same area where your dog will be..don't want the raptors to have a buffet they'll be enticed to visit often. Make it uninviting!
