How bad is the water infiltration? Moisture or leaks? Any cracks?
The best way is from the outside. The water will have to drain away from the foundation. Slope the ground away from the wall, install gutters to direct water from the roof away from the foundation. If the walls are still damp, maybe install a French Drain. Waterproofing the inside without removing the source of the water will not fix the problem and eventually water will damage the foundation of your home.
The paint on waterproofing agents for basements....it goes on the exterior side of the wall...ie when the walls were put in place. If you are able, dig out a larger shallow depression called a swell, do this about 4 to 5 feet from the duilding. The swales act as mini holding ponds. I’ve found that a rain barrel with a tap at the bottom, garden hose attatched can get the water further away from the house.
Unfortunately exterier concrete foundation walls need to be sealed from the outside..
