How about using liquid starch like the kind you find at Joanne Fabrics or Michael’s. Then you could spray the whole thing down with silicone water proof. I buy the heavy duty stuff that hunters use on their tents and bags. You can find it in the sports department at Walmart. I believe it’s next to the fishing and camping supplies. I spray my outdoor craft decor down after each season. Most of my things still look fantastic even after 15 years. Good luck with your beautiful wreath.
I would say that the source of your problem with the fabric knots on the wreath being too limp, is the fabric itself. This fabric is just too thin, and the weave is not dense enough for the fibres to absorb and retain the starch.
Also, for optimal fullness on this style of wreath, the fabric strips should be double thickness before being knotted. That way, once tied in place the two layers can be pulled and fluffed out. Fold the 'neck portion as narrow as possible, and squinch as many strips on the circle as you can fit. I would say from this picture, that you do not have enough strips and they are not close enough together.

Polyurethane might work for you.
I made wreaths over 20 years ago and sprayed all the bows with poly and they are still good today. Only one faded but it was still stiff.
Elmers Glue! The recipe is 1 part glue to 2 parts water. Mix together thoroughly. Have fun :)
is not water resistant especially for outdoor applications. I tried that and mod podge (commercial elmers mix) and both got soggy with humidity.
What if you tried just spraying a matte clear coat on it, that would weather proof it too

how about mod podge?
mod podge isn't water resistant. humidity will get thru.

Powertex is expensive but would work and applied correctly is weatherproof.
