How can I patch/cover my garage door that is wood ?
The door is probably 30 years old, but I cannot afford a new door. It has panels and it working with garage door opener. The wood is peeling and we have tried wood putty and paint. It still looks terrible. Help, what can I do!!

Have you tried sanding it down, priming and painting. I think that would be your best option.
You could TRY to face it with thin plywood boards. They can be glued to the doors and then painted. However, understand that the garage openers are calibrated for weight. When my garage door opener failed, I disconnected it and operated the door manually until I could afford to fix it. Muscles!
You could try panels with exterior plywood .paint with good paint
I would try sanding it down again and use a good blocking primer let it dry completely, then repaint with exterior paint. It will not weigh down your door and will not affect your garage door opener.
