Will a latex cement bonding primer also stick to a latex paint that will not come up with pressure cleaning? I have pressure cleaned several times and most of the paint came up but not this 25 foot strip

How to fix or clean this old yucky chalk and grout?
I tried to clean this grout and chalk that's old and yucky. Nothing works. Should I peel chalk off and put new chalk on? And paint on grout?
I would use some Kleen Strip paint stripper and a long handled scraper to remove that first as cement won't bond to it. or you could rent a cement grinder with a sanding disk to remove it.

There is a garage floor paint that you can get at a big box store and roll it on. Have fun!! You can put down tape in a grid to give it a design element feature. Make sure you clean the floor real good and air dry it. Tape around your walls to eliminate cleanup drips.
