it may be an issue of the silvering separating from the glass. if you've tried cleaners on the front side and it looks foggy still, you may need to get it silvered. a furniture refinishing shop usually has the needed equipment. call around and check prices.

These cannot be made any clearer no matter what you use and are highly prized
by the Antique market. Might pay you to sell your mirror as is or just the Mirror and not the frame. You may get enough to buy a new glass mirror, or a Plexiglass one instead.. Good luck!
I know if the mercury is compromised because of age, you have to repair it from the back of the mirror. See what this lady has to say about that.
