I would sand it and paint with paint used specifically for metal. Then I would put a coat of polyurethane over that.

Depends on whether you are bothered about the end finish or not. If it has gone down to the bare metal, you would need to rub down re- prime with metal primer and then undercoat and top coat. Or if he is lightly to do it again, you could consider screwing a piece of Plexiglass to the area to protect it. Lightly sand a metal door before painting or you'll open up a huge can of worms with heavy sanding.

If it's just a scratch, just lightly sand to feather the edges and paint the area that needs it. CitriStrip did not work for my metal door however and I needed to use about 5 applications of the Klean Strip stripper. Worked like a charm, and after 15 minutes of each coat, I was able to just scrape the paint off with a metal scraper.
Yes for a good job, use oil based products on metal.
