You can paint them, put a concrete top over them, or a new countertop over them. The least expensive is to sand, prime and paint.
If they are the squared edge kind, you can remove the laminate and replace. It is sold in sheets at big box stores. You patch any places needed after removal. Glue down the new laminate and clamp in place until dry.
