Hi Rebecca, You sure can. Give the floor a light sanding to scuff up any varnish. Vacuum then wipe down with damp mop. Apply a primer, then when dry...paint away. You may want to use a porch paint as it will hold up longer without needing a topcoat. After painting and stenciling, you can sand areas to make it look older, like it's been there forever.
You will need to use a primer first and then add your paint. If there is a sealer on the top you will need to sand that back.
