I would put up a rod and hang black out drapes from ceiling to floor. I like the rod grommet drapes so they can slide open and closed easily. Plus the rod is much cheaper than buying a drapery rod. You could add new blinds or roller shades if you are not happy with what is there. (If that's a seat and not a floor then make sure drapes about 3 inches longer than your window)
I think we are confused because it is only two windows and the base which must be a seat looks like the floor. Is it two separate windows?

To create a black-out window, the best things to use are black-out products. You can find shades and drapes that come with the black-out feature. Just so you know, a bay window is rounded towards the outside so it leaves a cove on the inside. You have a double window in a wall bump out. A bay window would go almost completely around the sides. You can treat your windows as one window with a wider drape and' or blinds. You just have to install them so the don't get hung up on the middle dividing portion. You can also treat them as you have, as 2 windows. You could use black-out shades on the windows and black-out drapes that will open and close on the windows as well. I hope this helps you. Your window is called a box bay. Just get a long rod to go across the entire width. I purchased black out curtains at Tuesday Morning for $12.99 a piece.
A bay, box or bow window must extend outward from the main exterior wall. The purpose of these windows is to provide more light to the interior, so these windows will have at least 3 groups of glazing. Bow windows will have 4 or more groups of glazing with greater numbers giving the window a curved appearance.
If the window is simply between two interior walls it is not a box window. Having a window seat is irrelevant. Bay, box or bow windows can be full length from floor to ceiling.
