Hi, Mad: I'm so sorry to hear you have had a flood - I think, sadly, that the only way to save your orinetal rungs is to have them cleaned and dried prefessionally. Best wishes.
I agree with Pat. Flood water can contain quite a bit of nasty stuff. It is best to get them professionally washed.
Best is to have a professional service come in and clean for you. If that isn't yet possible, if you have have or can borrow a shop vac, suck as much water out as you can. If you have someplace you can hang it up, like over a fence or draped over patio furniture, face down would be ideal. That will get you over the hump until other arrangements can be made.
If you are going to dry it, make sure you can put it outside protected from the sun. Put it right side down and let the fresh air do it's work. Oriental rugs caught in a flood need professional care ideally. Good luck.
If you can not professionally clean it hang it on Aline or fence spray with a cleaner spray with water hose till cleaner is out then turn over good side away from sun and let drip dry then lay it on a flat surface like a driveway or grassy area
I would take an oriental rugs to a Chinese laundry. They will know exactly what to do! 😁
